Lawyer Chen Min and Lawyer Ji Xin from Hai Guo Chuang Law Firm have been hired as grassroots legal observers

On July 10, 2025, a grand ceremony was held at the Party School of the Putuo District Committee to award the "Putuo District Grassroots Rule of Law Observer Training Course and the Rule of Law Observation Point of the District Foreign related Legal Service Professional Committee". The Office of the Comprehensive Rule of Law Committee of the Putuo District Committee of the Communist Party of China established the grassroots rule of law observation point at the Putuo District Foreign related Legal Business Research Committee. Comrade Zhang Jie, member of the Party Committee and Deputy Director of the Putuo District Judicial Bureau, awarded the observation point plaque to Lawyer Chen Min, Director of the District Foreign related Special Committee.

At the meeting, Deputy Director Zhang Jie summarized the development of grassroots rule of law observation points in Putuo District and the achievements made over the years, including the introduction of multiple excellent rule of law observation suggestion samples, and affirmed the work of grassroots rule of law observers. At the same time, she also put forward requirements for the work of grassroots rule of law observers under the new situation.

Mr. Chen Min, Director of Shanghai Guochuang Law Firm, Mr. Ji Xin, Mr. Xu Yinkai from Shanghai Dayao Law Firm, Mr. Zhou Yan, Partner of Hong Kong Zhuofude Certified Public Accountants, and Mr. Cheng Youyue, Partner of Praxis IFM Hong Kong, have been awarded the title of Foreign Legal Observer. As grassroots legal observers in the foreign-related sector of Putuo District, we will focus on the following aspects in the future:

1. Expand observation horizons and focus on international perspectives: We will make full use of our advantages in serving overseas clients and connecting with international legal peers, keenly observe and conduct in-depth research on the real views and concerns of overseas market entities towards China's legal and business environment, and provide more practical and valuable information for the optimization of foreign-related laws and business environment.

2. Deepen international exchanges and draw on advanced experience: actively build communication bridges with foreign legal communities, mediation institutions, and legal service organizations. Learn from and draw on excellent practices and mature experiences in the construction of the rule of law, diversified dispute resolution mechanisms, and innovative legal services internationally.

3. Provide precise suggestions and serve the overall development: We will combine the phenomena observed, cases handled, and problems analyzed on the front line of foreign-related affairs with international experience, China's national conditions, and the situation of Putuo District to form observation reports and suggestions, providing more decision-making references for the district committee, district government, and district judicial bureau in improving the foreign-related legal system, optimizing the business environment, and enhancing the soft power of urban rule of law.

4. Strengthen publicity and guidance, tell the story of China's rule of law well: While observing, we will also actively serve as the "promoters" of China's rule of law, Shanghai's rule of law, and Putuo's rule of law, confidently demonstrating the progress and achievements of our rule of law construction to the international community, and enhancing understanding and mutual trust.

We will fulfill our duties with a high sense of responsibility and mission, observe deeply, think diligently, dare to advise, and contribute our professional strength and wisdom to the grassroots rule of law construction and foreign-related rule of law development in Putuo District and even Shanghai. Together, we will contribute to creating an international first-class business environment, promoting higher levels of opening up to the outside world, and building a higher level of rule of law China!

In the afternoon of that day, Lawyer Chen Min gave a lecture titled "The Reasons and Legal Risks Behind the Rise of Chinese Enterprises Going Global" to the attendees. From the latest data and historical stage analysis of Chinese enterprises going global, the reasons behind the rise of Chinese enterprises going global, the main risks of Chinese enterprises going global, and prevention suggestions, he shared his thoughts and insights on foreign-related services. He vividly introduced the difficulties and risks encountered by Chinese enterprises going global from the dimensions of international trade, international investment, and ESG compliance through case studies, and put forward relevant suggestions.
